ATTENTION!
it is required:
when passing through customs inspection to prepare documents and
data necessary for customs inspection; to complete a customs declaration
in cases stipulated by tariff legislation;
by request of customs authorities officials to declare commodities
for inspection and fulfill any other requirements of customs authorities
officials in accordance with customs inspection regulations.
Commodities mean any movable property including currency and currency
values.
Brief
on customs regulations of the Russian Federation while transferring
commodities by persons permanently residing beyond the borders of
Russia
1. Declaring commodities transferred through the
customs boundary of the Russian Federation
1.1. All commodities transferred through the customs
boundary of, the Russian Federation are subject to customs inspection
and customs clearance.
1.2. Customs declaration should be completed if
a person has:
unaccompanied luggage transferred by a carrier with accompanying
documents (luggage receipt, consignment note etc.) separately from
a person;
the following commodities in accompanied luggage (hand luggage);
with the availability of commodities stated in customs declaration
of form ÒÄ-6.
ATTENTION! Commodities
listed in items 3.2 - 3.12 of declaration ÒÄ-6 should be obligatory
declared in writing. Failure to submit the customs declaration by
the person concerning such commodities is considered by a customs
official as a statement that a person has no such commodities.
Discovery of commodities to be declared in writing by the customs
official during random inspection may involve bringing the person
to responsibility in accordance with the legislation of the Russian
Federation.
1.3.
If the person has commodities to be obligatory declared in writing,
the customs declaration is completed in one copy as a rule.
1.4. The customs declaration is completed in duplicate
if the person when entering the Russian Federation declares of import
of commodities in unaccompanied luggage, and such commodities together
with commodities in accompanied luggage (hand luggage) are imported
within the limits specified in item 2.1 for the purpose of granting
preferences con cerning payment of customs fees. At that, one copy
of the customs declaration is left at customs authorities and the
second one is given back to the person to submit it to the cus toms
authority which carries out customs clearance of commodities imported
in unaccom panied luggage.
1.5. On completion of customs clearance the customs
declaration is given back to the person in the following cases:
with the availability of temporarily imported (exported) commodities
when the customs declaration is a confirmation of fulfillment of
temporary import (export) of commodities during heir return export
(import);
if the customs declaration is used as a confirmation of import of
cash foreign currency for its subsequent export;
if the person passing through the customs boundary of the Russian
Federation declares of availability of unaccompanied commodity.
1.6. The customs declaration may be completed in
Russian or English or by permission of the customs authority in
other languages known to customs officials.
ATTENTION!
Misstatement in the customs declaration by persons involves liability
in accordance with the legislation of the Russian Federation.
2. Import of commodities
to the Russian Federation
2.1.
When passing through the customs boundary of the Russian Federation
per sons , nay import commodities not intended for production or
other commercial activity, without payment of customs fees provided
that their total value is not more than 1000 USD in equivalent terms
inclusive, and their total weight is not more than 50 kg inclusive.
2.2. Commodities imported above specified norms
are liable to customs fees and taxes in accordance with the established
procedure.
2.3. The following items may be imported into the
Russian Federation in limited quantities without payment of customs
fees:
alcoholic drinks (including beer) - 2 liters per one person;
tobaccos (cigars, cigarillos, cigarettes) - 400 pieces per one person.
ATTENTION!
Only commodities imported within the personal needs of the person
and his/her family members may be cleared free of duty.
Individuals permanently residing beyond the borders of the Russian
Federation have no right to be engaged in business or commercial
activity in Russia without relevant permission of authorities.
3. Export of commodities
from the Russian Federation
When passing
through the customs boundary of the Russian Federation persons may
export commodities not intended for production or other commercial
activity, in simplified preferential order with full exemption of
customs fees provided that the total value of commodities is not
more than 1000 USD in equivalent terms inclusive.
4. Temporary import of commodities to the Russian Federation
4.1.
When passing through the customs boundary of the Russian Federation
per sons may temporarily import commodities necessary for their
personal use in the territory w of the Russian Federation, and export
temporarily imported commodities back provided declaring the commodities
to customs authorities when entering without payment of customs
duties or customs taxes.
4.2. Only persons permanently residing beyond the
borders of the Russian Federation may temporarily import commodities
necessary for their personal use.
